Can't it be both dorky yet romantic? This is Naruto after all.

Naruto: Married? What is that food? Yeah I'm so hungry.
Sakura: Great, let's get married.
Naruto: Wait, what are you doing? Where's the food? I'm craving.
Sakura: Well you're going to crave for something else soon.

I see it being cheesy, but passionate as hell. 6 plus years of love pouring out at once, especially since he's one to speak directly from his heart rather than his brain. I see it being spontaneous, and I see him going above and beyond just to make sure she smiles during the entire thing. So basically:
Cheesy, yet passionate and spontaneous. And knowing Naruto, he will definitely go above and beyond and do something most people wouldn't even think of, especially for Sakura-Chan.

Dorky but heartfelt naruto trying like mad to put together the PERFECT PROPOSAL because that hows its done in all the old stories and tv etc but Sakura merely waiting for him to ask her because thats all she needs. Sure shed love the romatic proposal but shes not that shallow any more and would be content with just a question and a ring.
Finally culminating after tears and a near miss or 3 with Sakura in the middle of all chaos just asking Naruto plainly to be with her for the rest of their lives because he is her everything and means the world to her with Naruto saying yes then some brief comedy as Naruto bemoans how he was supposed to ask her as they walk off into the sunset because that's how those two roll.

He will propose to her at Ichiraku. 
he won't be overly romantic about it because He's Naruto but he will put as much effort into it as he can because he has always loved this young woman so it will be dorky but heartfelt and Sakura will appreciate the thought 
Well I'd imagine it'd be like this Naruto Asks Sakura out for ramen and when the finish Naruto calls for the bill and Ayame/Ayane (whatever it is, don't care anymore) gives him the receipt and the ring is there too. lol then Naruto pays for the entire thing and pops the question
